Nuclear energy at COP31: from tripling pledge to new capacity

World Nuclear Association will be representing the global nuclear industry at COP31, the UN Climate Change Conference taking place in Antalya, Türkiye, from 9 to 20 November 2026. The Association will host its own World Nuclear Association Pavilion in the Blue Zone: a hub to engage with governments, industry, and other stakeholders and participate in events across COP31.

Since the Declaration to Triple Nuclear Energy was launched at COP28, the focus has shifted to delivery. At COP31, World Nuclear Association will lead discussions on how the nuclear industry can deliver the clean energy needed to meet rising demand. Our message to governments and policy-makers is clear: the clean energy grids of the future need nuclear energy to provide firm, reliable power and keep those grids stable.

COP31 is being hosted by Türkiye, a country about to start up its first nuclear power plant and planning to expand its nuclear capacity further. This makes Antalya a fitting place to show how nuclear energy can support newcomer countries, as well as established nuclear nations, in meeting their climate and development goals.

A growing global coalition

Support for tripling nuclear energy capacity by 2050 continues to grow. 39 countries have now endorsed the Declaration to Triple Nuclear Energy, up from 22 at its launch at COP28 in Dubai. They are joined by the nuclear industry's own tripling pledge, the world's largest banks and large energy users, including major technology companies.

This broad coalition of governments, industry, finance and end energy users is a coalition of the ambitious. World Nuclear Association actively works to broaden this coalition and welcomes interest from new countries, industries or financial institutions who want to at least triple nuclear energy capacity by 2050.

Why nuclear energy matters at COP31

World Nuclear Association's programme at COP31 will focus on four themes.

  • Climate. Nuclear energy is a proven source of clean, reliable energy. Working alongside renewables, it is essential to decarbonize electricity grids and hard-to-abate sectors in line with the Paris Agreement climate goals. Nuclear energy is a clean source of electricity, but crucially also can supply clean heat that heavy industry requires.
  • Energy security. Nuclear energy provides reliable, 24/7 energy, helping countries with nuclear power plants able to meet their own national energy demands more able to shield themselves from oil and gas price shocks and supply disruption.
  • Energy access. Over 650 million people still lack reliable electricity. Nuclear energy can help emerging and newcomer nuclear countries power regional economic growth and meet UN sustainable development goals.
  • Electrification. Demand for electricity is expected to rise by around 40% by 2035, driven by increased electrification across industry, transport, heating, as well as from data centres. Nuclear energy can meet this growing demand providing clean electricity at scale.
