Dato’ Ir. Ts. Abdul Razib Bin Dawood graduated with a BTEC National Diploma in Engineering in 1991 from the Coventry Technical College followed by an Electrical Engineering Degree from the University of Warwick, United Kingdom in 1994. He was then awarded his Master of Science in Power Electronic Engineering from the University of Manitoba in Canada in 1996.Dato’ Ir. Ts. Abdul Razib Bin Dawood started his early career with Tenaga Nasional Berhad Engineers Sdn. Bhd., and has more than 30 years of professional experience, having worked for both Malaysian and Australian national power utilities, independent power producers, TNSP and as a consultant for renewable energy. During his career highlights, he had held many roles such as a construction engineer, project manager, technical advisor, systems planning engineer and a power system study specialist.
From October 2012 to August 2017, he was the Head of Electricity Market Operations with the Energy Commission before assigned by the Prime Minister’s Department to be the Chief Executive Officer (CEO) of Malaysia Nuclear Power Corporation from 2017 to 2018. On 9 April 2018, he was appointed as the Chief Operating Officer (COO) of the Energy Commission. On 2 April 2019, he was appointed as the Acting Chief Executive Officer responsible for the overall administration and management of the functions of the Energy Commission. He subsequently became the Chief Operating Officer on 2018, and Acting CEO at the Energy Commission (Suruhanjaya Tenaga) of Malaysia, before being appointed as the CEO in August 2019.
Dato’ Ir. Ts. Abdul Razib Bin Dawood was officially appointed as the new Executive Director of the ASEAN Centre for Energy (ACE) on 1 February 2025.

Atty. Sharon S. Garin is a Certified Public Accountant and lawyer. She holds a Bachelor of Science in Accounting, a Juris Doctor degree, and an MBA from ESADE in Spain. She served as Undersecretary of the Department of Energy from 2022 to 2025, overseeing the Legal Services and Financial Services clusters, acting as Legislative Liaison Officer, and chairing the Nuclear Energy Program Inter-Agency Committee.

In May 2025, she was appointed Officer-in-Charge (OIC) of the DOE following a cabinet reshuffle. She was later appointed as Ad Interim Secretary of Energy on July 10, 2025, and was subsequently confirmed by the Commission on Appointments (CA) on October 1, 2025. Before her executive service, she represented the AAMBIS-Owa Party List in the House of Representatives from 2010 to 2022. During her legislative tenure, she held leadership positions (including Deputy Speaker) and chaired the Committee on Economic Affairs. She was instrumental in the passage of key laws, including the New Public Service Act, the Foreign Investments Act, the CREATE Law, TRAIN, and the Retail Trade Liberalization Act.
As DOE Secretary, she leads the direction and supervision of the Department and its attached agencies—including NPC, TRANSCO, PSALM, and PNOC—and continues to push for reforms in energy policy, infrastructure, and innovative technologies, such as nuclear and renewable energy development.

As Vice-President, Supply Chain management, Adrian leads the company’s overall supply chain strategy. He is responsible for all operational procurement, key business relationships, supply chain strategy & development, growth opportunities and organizational objectives. Before joining Candu Energy in 2024, Adrian spent 40 years managing supply chains in the UK, Europe, Middle East & North Africa, and since 2016 in Canada and the United States. He has experience across a variety of sectors, mainly in Construction and Oil & Gas Adrian has worked at companies including Graham Group, Carillion PLC, and Dodsal Engineering & 
Construction among others.
Adrian is a member of the Chartered Institute of Purchasing & Supply, and Supply Chain Canada Association. Adrian recently joined the board of the Organization of Canadian Nuclear Industries (OCNI).

Mark O. Cojuangco is a Filipino lawmaker currently serving his second term as Congressman of the 2nd District of Pangasinan. He previously served as Representative of the 5th District of Pangasinan from 2001 to 2010, covering the 12th to 14th Congresses. A proponent of inclusive development, Congressman Cojuangco advocates for strategic investments in education, agriculture, public infrastructure, and good governance as key foundations for equitable growth.

He is best known for his long-standing leadership in energy reform and nuclear energy policy. As Chair of the House Special Committee on Nuclear Energy, he was instrumental in the enactment of Republic Act No. 12305, or the Philippine National Nuclear Energy Safety Act (PhilATOM Law), signed into law in 2025. The landmark legislation established a comprehensive legal and regulatory framework governing the safe, secure, and peaceful use of nuclear energy in the Philippines, laying a critical foundation for the country’s long-term clean energy transition.

In 2023, he received the Distinguished Public Service Award from the American Nuclear Society in recognition of his contributions to nuclear policy and education

Sama Bilbao y León is Director General of World Nuclear Association and also President of World Nuclear University.  She has more than 20 years of diverse experience in nuclear engineering and energy policy; having worked with distinction in industry, academia and having held high level positions at OECD/NEA and IAEA. 

Sama holds a bachelor's degree in Mechanical Engineering,  a master’s degree in Energy Technologies, as well as a  master's degree and a PhD in Nuclear Engineering and Engineering Physics and an MBA . Sama is one of founders of the North American Young Generation in Nuclear (NA-YGN). 

Jeffrey Miller is the Senior Vice President of Business Development at TerraPower, developing relationships, new business alignments and strategic partnership and investment opportunities across Natrium. TerraPower Isotopes, and the Molten Chloride Fast Reactor Programs.  Miller joined TerraPower in January 2023.  He has more than 20 years of industry and government experience in nuclear power, including advocacy, business development, strategy, policy, program, and project management.  Prior to joining TerraPower, in 2016 Miller had established the Japan office of Centrus Energy, an enrichment company working to re-establish production in the United States with domestically owned, controlled and operated enrichment technology. In this capacity, he grew and maintained the company’s market share in low enriched uranium sales in Asia.  Earlier in his career, Miller supported the early stages of Fukushima Dai-ichi accident response on the U.S. Department of Energy’s (DOE) Accident Response Team in spring 2011.  He subsequently served as Director of the DOE office in the United States Embassy Tokyo from 2011-2016, focusing on Fukushima and DOE’s full bilateral and East Asian regional energy and security portfolio.  

Mr. Simonov graduated with honors from the National Research Nuclear University (Moscow Engineering Physics Institute). Holds diplomas from the World Nuclear University (World Nuclear Association) and the NAC International (Nuclear Fuel Cycle Management). 

Previously worked as the Project Manager at ROSATOM Center for Environmental Safety, Market Analyst for nuclear fuel cycle products and services at TENEX (ROSATOM), as well as the Marketing and Sales Manager at TENEX-Korea based in Seoul. 

Dr. Mohammed Dwiddar is the Advisor to the Egyptian Nuclear Power Plants Authority Board Chairman for Nuclear Projects and Operation and Maintenance, having served as the interim NPPA Board Chairman prior to his current role. Dr. Dwiddar was appointed as a Board Member of the World Nuclear Association in April 2025.  

Prior to January 2025, Dr. Dwiddar was Project Manager of the El-Dabaa Nuclear Power Plant Project, leading the team overseeing the implementation of the El-Dabaa Nuclear Power Plant Project in Egypt. The El-Dabaa Nuclear Power Plant will have four VVER reactors and is Egypt’s first nuclear power plant. 

Before joining the NPPA in 2009, Dr. Dwiddar worked at the Egyptian Atomic Energy Authority as a reactor operator in the Nuclear Research Reactor in Inshas.    

Dr. Dwiddar has extensive experience in areas related to the nuclear fuel cycle and was closely involved in the development and updating of national strategies with respect to the nuclear fuel cycle for the Egyptian civil nuclear power programme.  

Dr. Dwiddar obtained a Bachelor of Science degree, a Master of Science and a PhD in Nuclear Engineering from the University of Alexandria in Egypt. 

Ararat Torosyan is Vice President of Engineering and Quality at Curtiss-Wright in Brea, California, with over 35 years of experience supporting operating nuclear plants as well as the development and deployment of advanced and next-generation reactor technologies. Educated in engineering and business and currently pursuing a doctoral degree, he brings deep technical expertise and a commitment to excellence in highly regulated environments. 

Patrick T. Aquino is the Director of the Energy Utilization Management Bureau at the Department of Energy Philippines, where he leads national efforts to advance energy efficiency, conservation, andsustainable energy utilization. A Career Executive Service Officer (CESO) Rank III, Director Aquino has served the Department for more than a decade in various strategic roles, including assignments in the Office of the Secretary, the Information Technology Management Service, and the Energy Policy and Planning Bureau.
As Director of the Energy Policy and Planning Bureau in 2017, he led several key institutional initiatives, including the development of the Department’s Energy Resiliency Policy, the operationalization of the Energy Investment Coordinating Council, and the achievement of Quality Management System certification for the Department.
Director Aquino has also played a central role in advancing energy efficiency policy in the Philippines. Following the enactment of the Energy Efficiency and Conservation Act of 2019, he has been instrumental in driving its implementation nationwide, strengthening regulatory frameworks and programs to promote efficient energy use 
across sectors.
In addition, he serves as Head of the Technical Secretariat of the Nuclear Energy Program Inter-Agency Committee, where he supports whole-of-government coordination in advancing the country’s nuclear energy program as part of its long term energy security strategy.

Christophe PHILIPP is a senior nuclear energy executive with over 25 years of international experience spanning China, the United Kingdom, and France. Currently Director of EDF China’s Nuclear Division, he leads the management of the Taishan EPR asset - one of the world’s most powerful nuclear power plants - and oversees strategic partnerships, regulatory coordination, and Chinese supply‑chain contributions to major EDF projects. His role places him at the intersection of technical leadership, high‑level industrial cooperation, and international nuclear diplomacy.

Throughout his career, Christophe has held several key leadership positions, including Director of Resources and Competencies at EDVANCE, Digital Transformation Director for EDF’s engineering entities, and Head of the Installation Department supporting flagship projects such as Flamanville 3, Hinkley Point C, EPR2, and SMR programs. Earlier, he played a central role in supplier qualification, major equipment inspections, and regulatory interfaces for the UK’s nuclear new‑build program.

His expertise covers nuclear asset management, engineering leadership, supply‑chain oversight, and the development of high‑performance multicultural teams. Christophe is also an active contributor to the international nuclear community, notably through work hosted by the IAEA and as a lecturer for the World Nuclear University. He holds advanced degrees from ESSEC and ENSEM and has lived and worked extensively across Europe and Asia.

George Borovas is the head of the firm’s nuclear practice and serves as the Managing Partner of the Tokyo office. Ranked as a Leading Partner for Projects and Energy by the Legal 500 Asia Pacific 2026, George advises governments, lenders and sponsors on the development of civilian nuclear power programs and the financing and construction of nuclear power plants across multiple jurisdictions.

As part of his multi-jurisdictional practice, he has worked on projects and transactions in the UK, the US, Russia, Europe, the Middle East, Japan, South Korea, Southeast Asia, China, Australia and South Africa. He regularly negotiates contracts and advises clients on the establishment of global joint ventures relating to the nuclear industry as well as on transactions for the trading of fuel, equipment and services for nuclear power plants. He also advises companies on international nuclear liability and export compliance issues and has represented buyers in transactions involving the acquisition of nuclear power plants.

George is a Board Member of the World Nuclear Association (WNA) and has been recognized as a nuclear industry leader by the International Atomic Energy Agency (IAEA), and the International Framework for Nuclear Energy Cooperation (IFNEC), as well as the US government as an appointee to the US Secretary of Commerce’s Civilian Nuclear Trade Advisory Committee (CINTAC).

Aside from his practice, George has written numerous articles and is a frequent commentator on matters relating to the global nuclear industry. He has appeared on Bloomberg TV and CNBC and is regularly quoted in the global print media in publications such as the Financial Times, The Wall Street Journal, Reuters, BBC News and The Daily Telegraph. Before becoming a nuclear energy lawyer, George worked as an engineer for a nuclear power
plant engineering firm.
