Dato’ Ir. Ts. Abdul Razib Bin Dawood graduated with a BTEC National Diploma in Engineering in 1991 from the Coventry Technical College followed by an Electrical Engineering Degree from the University of Warwick, United Kingdom in 1994. He was then awarded his Master of Science in Power Electronic Engineering from the University of Manitoba in Canada in 1996.Dato’ Ir. Ts. Abdul Razib Bin Dawood started his early career with Tenaga Nasional Berhad Engineers Sdn. Bhd., and has more than 30 years of professional experience, having worked for both Malaysian and Australian national power utilities, independent power producers, TNSP and as a consultant for renewable energy. During his career highlights, he had held many roles such as a construction engineer, project manager, technical advisor, systems planning engineer and a power system study specialist.
From October 2012 to August 2017, he was the Head of Electricity Market Operations with the Energy Commission before assigned by the Prime Minister’s Department to be the Chief Executive Officer (CEO) of Malaysia Nuclear Power Corporation from 2017 to 2018. On 9 April 2018, he was appointed as the Chief Operating Officer (COO) of the Energy Commission. On 2 April 2019, he was appointed as the Acting Chief Executive Officer responsible for the overall administration and management of the functions of the Energy Commission. He subsequently became the Chief Operating Officer on 2018, and Acting CEO at the Energy Commission (Suruhanjaya Tenaga) of Malaysia, before being appointed as the CEO in August 2019.
Dato’ Ir. Ts. Abdul Razib Bin Dawood was officially appointed as the new Executive Director of the ASEAN Centre for Energy (ACE) on 1 February 2025.

Atty. Sharon S. Garin is a Certified Public Accountant and lawyer. She holds a Bachelor of Science in Accounting, a Juris Doctor degree, and an MBA from ESADE in Spain. She served as Undersecretary of the Department of Energy from 2022 to 2025, overseeing the Legal Services and Financial Services clusters, acting as Legislative Liaison Officer, and chairing the Nuclear Energy Program Inter-Agency Committee.

In May 2025, she was appointed Officer-in-Charge (OIC) of the DOE following a cabinet reshuffle. She was later appointed as Ad Interim Secretary of Energy on July 10, 2025, and was subsequently confirmed by the Commission on Appointments (CA) on October 1, 2025. Before her executive service, she represented the AAMBIS-Owa Party List in the House of Representatives from 2010 to 2022. During her legislative tenure, she held leadership positions (including Deputy Speaker) and chaired the Committee on Economic Affairs. She was instrumental in the passage of key laws, including the New Public Service Act, the Foreign Investments Act, the CREATE Law, TRAIN, and the Retail Trade Liberalization Act.
As DOE Secretary, she leads the direction and supervision of the Department and its attached agencies—including NPC, TRANSCO, PSALM, and PNOC—and continues to push for reforms in energy policy, infrastructure, and innovative technologies, such as nuclear and renewable energy development.

As Vice-President, Supply Chain management, Adrian leads the company’s overall supply chain strategy. He is responsible for all operational procurement, key business relationships, supply chain strategy & development, growth opportunities and organizational objectives. Before joining Candu Energy in 2024, Adrian spent 40 years managing supply chains in the UK, Europe, Middle East & North Africa, and since 2016 in Canada and the United States. He has experience across a variety of sectors, mainly in Construction and Oil & Gas Adrian has worked at companies including Graham Group, Carillion PLC, and Dodsal Engineering & 
Construction among others.
Adrian is a member of the Chartered Institute of Purchasing & Supply, and Supply Chain Canada Association. Adrian recently joined the board of the Organization of Canadian Nuclear Industries (OCNI).

Mark O. Cojuangco is a Filipino lawmaker currently serving his second term as Congressman of the 2nd District of Pangasinan. He previously served as Representative of the 5th District of Pangasinan from 2001 to 2010, covering the 12th to 14th Congresses. A proponent of inclusive development, Congressman Cojuangco advocates for strategic investments in education, agriculture, public infrastructure, and good governance as key foundations for equitable growth.

He is best known for his long-standing leadership in energy reform and nuclear energy policy. As Chair of the House Special Committee on Nuclear Energy, he was instrumental in the enactment of Republic Act No. 12305, or the Philippine National Nuclear Energy Safety Act (PhilATOM Law), signed into law in 2025. The landmark legislation established a comprehensive legal and regulatory framework governing the safe, secure, and peaceful use of nuclear energy in the Philippines, laying a critical foundation for the country’s long-term clean energy transition.

In 2023, he received the Distinguished Public Service Award from the American Nuclear Society in recognition of his contributions to nuclear policy and education

Jeffrey Miller is Senior Vice President of Business Development and Strategy at TerraPower, where he leads strategic partnerships and business development for the Natrium and TerraPower Isotopes programs. He brings more than 20 years of nuclear industry and government experience spanning advocacy, strategy, policy, and program management. Previously, Miller established Centrus Energy’s Japan office, where he led business development, advocacy, and relationship management across Japan and Asia.

In addition, he worked for Battelle Memorial Institute at DOE’s Pacific Northwest National Laboratory where he managed radiation detection deployment projects in seaports and land border crossings throughout Southeast Asia and the Middle East. Miller holds a B.A. from Muhlenberg College, studied at Waseda University in Tokyo, and earned a J.D. from the University of Maryland School of Law. He is licensed to practice law in Washington, D.C., and Maryland.

Mr. Harrison grew up in the Meadow Lake area in Saskatchewan. He completed an undergraduate degree in Political Science and Canadian History from the University of Alberta, a Master's Degree in Public Administration from the Johnson Shoyama Graduate School of Public Policy, and a Juris Doctor (Law) Degree from the University of Saskatchewan. He was elected to Parliament in 2004, and at the age of 26 became one of the youngest Canadians ever to sit in the House of Commons. He was elected to the Saskatchewan Legislature in 2007. 

He has previously served as the Minister of Trade and Export Development, Minister of Immigration and Career Training, Minister of Municipal Affairs, Minister of Enterprise Saskatchewan, Minister of the Economy, Minister responsible for the Saskatchewan Liquor and Gaming Authority, Minister responsible for the Global Transportation Hub, and government House Leader. He also served as chair of the cabinet committee on Government Operations, and as a member of the House Services Committee. 

Mr. Harrison is currently the Minister of Crown Investments Corporation of Saskatchewan, and the Minister responsible for Saskatchewan’s major Crown corporations, including SaskPower.  

Mr. Harrison and his wife Alaina have one son, MacGregor, and one daughter, Finnley. 

Dr. Mohammed Dwiddar is the Advisor to the Egyptian Nuclear Power Plants Authority Board Chairman for Nuclear Projects and Operation and Maintenance, having served as the interim NPPA Board Chairman prior to his current role. Dr. Dwiddar was appointed as a Board Member of the World Nuclear Association in April 2025.  

Prior to January 2025, Dr. Dwiddar was Project Manager of the El-Dabaa Nuclear Power Plant Project, leading the team overseeing the implementation of the El-Dabaa Nuclear Power Plant Project in Egypt. The El-Dabaa Nuclear Power Plant will have four VVER reactors and is Egypt’s first nuclear power plant. 

Before joining the NPPA in 2009, Dr. Dwiddar worked at the Egyptian Atomic Energy Authority as a reactor operator in the Nuclear Research Reactor in Inshas.    

Dr. Dwiddar has extensive experience in areas related to the nuclear fuel cycle and was closely involved in the development and updating of national strategies with respect to the nuclear fuel cycle for the Egyptian civil nuclear power programme.  

Dr. Dwiddar obtained a Bachelor of Science degree, a Master of Science and a PhD in Nuclear Engineering from the University of Alexandria in Egypt. 

Patrick T. Aquino is the Director of the Energy Utilization Management Bureau at the Department of Energy Philippines, where he leads national efforts to advance energy efficiency, conservation, andsustainable energy utilization. A Career Executive Service Officer (CESO) Rank III, Director Aquino has served the Department for more than a decade in various strategic roles, including assignments in the Office of the Secretary, the Information Technology Management Service, and the Energy Policy and Planning Bureau.
As Director of the Energy Policy and Planning Bureau in 2017, he led several key institutional initiatives, including the development of the Department’s Energy Resiliency Policy, the operationalization of the Energy Investment Coordinating Council, and the achievement of Quality Management System certification for the Department.
Director Aquino has also played a central role in advancing energy efficiency policy in the Philippines. Following the enactment of the Energy Efficiency and Conservation Act of 2019, he has been instrumental in driving its implementation nationwide, strengthening regulatory frameworks and programs to promote efficient energy use 
across sectors.
In addition, he serves as Head of the Technical Secretariat of the Nuclear Energy Program Inter-Agency Committee, where he supports whole-of-government coordination in advancing the country’s nuclear energy program as part of its long term energy security strategy.

He serves over 30 years in nuclear industry and has experiences of plant engineering, R&D for Radioactive waste treatment/Hydrogen production and Project/Program management for EPC & nuclear components supply. 

He is now leading NPP business in IHI, such as for “Restart of Japanese reactors”, and business & technology development, project planning for “engineering & major component supply for both Large Reactors and SMRs” for overseas.

Carlos Leipner is currently serving as Senior Consultant at Sargent & Lundy’s Nuclear Power Group with a focus on new business and strategy development of new nuclear power plant projects around the world.

He leads, manages and executes key international projects related to the U.S. Dept of State FIRST Program and USTDA for various selected countries involving feasibility studies and advisory services for SMR deployment. He leverages expertise to deliver nuclear siting assessments, SMR technology evaluations, economic and financing strategies, supply chain development, regulatory and licensing frameworks and many other areas using international standards and methods such as IAEA guidelines, EPRI methodologies, and others.

He previously served as Director, Global Nuclear Program, where he led the efforts of Clean Air Task Force, a global environmental non-government organization, to develop and implement a pathway for expanded safe and economic use of nuclear energy globally to address climate change and support expanded energy access. The ultimate objective was to develop a global nuclear fission ecosystem that could deliver hundreds of GWe per year to transform the energy sector and expand the application of nuclear technology beyond electricity generation to encompass other uses such as clean Hydrogen and zero carbon fuels production, industrial process heat, desalination, among others.

Carlos has had a long professional career in the nuclear industry with various technical and senior executive management roles in the United States, Sweden, Spain, and Brazil. He has served in recent years as Vice President for both Westinghouse and Framatome Inc. in commercial nuclear business development in North and South America particularly in the areas of servicing the operating reactor fleet as well as new nuclear plant development including SMR technology. He also served as Director of Strategy for Research & Technology at Westinghouse Electric Co. focusing on revolutionary technology development including advanced reactors, accident tolerant fuel, among other R&D initiatives.

Carlos also served as Vice President and Advisory Board member of ABDAN, the Brazilian nuclear industry association. He is a former member of the Brazil-United States Business Council (BUSBC) sponsored by the U.S. Chamber of Commerce and he is a past vice-chairman of the American Nuclear Society Columbia-SC Section. He was also appointed to serve two terms in the U.S.-Mexico Energy Business Council (USMEBC) by the U.S. Department of Energy.

Carlos has a bachelor’s and master’s degrees in Nuclear Engineering from the University of Florida and an M.B.A. (International Business) from the University of South Carolina. He is fluent in several languages, loves to travel and is based in Orlando, FL, USA.

George Borovas is the head of the firm’s nuclear practice and serves as the Managing Partner of the Tokyo office. Ranked as a Leading Partner for Projects and Energy by the Legal 500 Asia Pacific 2026, George advises governments, lenders and sponsors on the development of civilian nuclear power programs and the financing and construction of nuclear power plants across multiple jurisdictions.

As part of his multi-jurisdictional practice, he has worked on projects and transactions in the UK, the US, Russia, Europe, the Middle East, Japan, South Korea, Southeast Asia, China, Australia and South Africa. He regularly negotiates contracts and advises clients on the establishment of global joint ventures relating to the nuclear industry as well as on transactions for the trading of fuel, equipment and services for nuclear power plants. He also advises companies on international nuclear liability and export compliance issues and has represented buyers in transactions involving the acquisition of nuclear power plants.

George is a Board Member of the World Nuclear Association (WNA) and has been recognized as a nuclear industry leader by the International Atomic Energy Agency (IAEA), and the International Framework for Nuclear Energy Cooperation (IFNEC), as well as the US government as an appointee to the US Secretary of Commerce’s Civilian Nuclear Trade Advisory Committee (CINTAC).

Aside from his practice, George has written numerous articles and is a frequent commentator on matters relating to the global nuclear industry. He has appeared on Bloomberg TV and CNBC and is regularly quoted in the global print media in publications such as the Financial Times, The Wall Street Journal, Reuters, BBC News and The Daily Telegraph. Before becoming a nuclear energy lawyer, George worked as an engineer for a nuclear power plant engineering firm.

Dr Ming Tan is Mott MacDonald’s Global Practice Leader for Nuclear responsible for providing technical leadership for the nuclear sector in Mott MacDonald globally. Ming is also responsible for shaping Mott MacDonald’s activities and opportunities globally related to delivering complex and large-scale nuclear facilities across the complete project
lifecycle. This includes giga-watt and small modular reactors, medical research facilities and waste disposal and storage. Ming is particularly passionate about small modular reactors and is currently leading a number of our various small modular reactor activities globally, including in Singapore.

Ming has in-depth knowledge of new nuclear deployment process and challenges with over 40 published international articles, and has a strong interest in nuclear regulation harmonisations and streamlining. Ming has nearly 25 years of experience exclusively in the nuclear sector.

Yinglun Teng is an Energy Analyst at the International Energy Agency Regional Cooperation Centre (RCC) based in Singapore, the IEA’s first office outside of its Paris headquarters. He leads the RCC’s analysis and engagement on energy investment and finance, with a focus on the power sector. Topics include nuclear, financing for grids and interconnectors, cost of capital, and scaling clean energy investment in ASEAN. Previously he worked at GEAPP, a clean energy philanthropy, and in the UK Government on CCUS and industrial decarbonisation. He holds a MEng in Chemical Engineering from the University of Cambridge. 

Sangwoo KIM is the Senior Vice President and Executive Head of the Nuclear Business Group within the Global Infrastructure Division at Daewoo E&C. With a distinguished career spanning over 30 years exclusively in the international power plant and energy sectors, he leads the company’s strategic initiatives in nuclear energy, both domestic and international project development. 

Most notably, Mr. Kim was instrumental in securing the contract for the Dukovany Nuclear Power Plant project in the Czech Republic, a landmark achievement that underscores his leadership in large-scale nuclear deployment. Throughout his tenure at Daewoo E&C since 1995, he has held high-level leadership positions across several continents, having worked extensively across Europe, Asia, Africa and the Middle East. He has served as Chief Representative in key strategic regions, including Japan, Vietnam, Oman, Morocco, Algeria, and UAE

Emmanuel "Manny" V. Rubio is the President and CEO of Meralco PowerGen Corporation (MGEN), the power generation arm of the Manila Electric Company (Meralco). In this capacity, he spearheads MGEN's mission to drive the country's energy transition to a low carbon future through its diversified power generation portfolio utilizing advanced, highly eFicient, and sustainable technologies. In addition to his leadership role at MGEN, Mr. Rubio serves as the President of SP New Energy Corporation (SPNEC), a leading renewable energy developer. SPNEC, through its wholly owned subsidiary Terra Solar Philippines Inc., is developing the world’s largest integrated solar photovoltaic farm and battery storage facility –MTerra Solar –setting a global benchmark for renewable energy initiatives. Mr. Rubio is a seasoned executive with a distinguished career spanning almost two 
decades in the energy sector. In previous roles, he has led the transformation of companies toward sustainable energy by driving significant growth in renewable energy capacity and optimizing balanced power generation portfolio. His academic and professional development reflects his commitment to excellence. Mr. Rubio completed advanced leadership and management programs at Columbia University, Nanyang Technological University, and Singapore Management University – Singapore Institute of Directors. He holds a Master of Business Administration from the De La Salle University Graduate School of Business, and a Bachelor of Science in Industrial Management Engineering with a minor in Mechanical Engineering from De La Salle University – Manila. Mr. Rubio’s leadership will be instrumental in achieving MGEN’s goal to address the energy trilemma—ensuring that the Philippines has a stable, aFordable, and sustainable energy future.

Ms Sheriffah Noor Khamseah Al-Idid, an Innovation and Nuclear Advocate, received B.Sc. (Hons) and Master's degree majoring in Physics from Imperial College, University of London, United Kingdom.

She has served as Special Officer to the Science Advisor to Malaysia's 4th Prime Minister and was instrumental in supporting the Science Advisor in developing strategies and plans to promote high-tech businesses and high-tech financing.

NUCLEAR POWER

Ms Sheriffah led initiatives on Nuclear Supply Chain (NSC) and contributes significantly to Financing Nuclear Power, Nuclear Education and Training, Nuclear Governance and Stakeholder Engagement for Uranium Mining and Nuclear Power.

Nuclear Supply Chain

Ms Sheriffah regularly meets and presents to Industry and Professional Associations regarding Opportunities in the Nuclear Supply Chain including for the Construction, Manufacturing and Services Sector and actively connects international nuclear suppliers with these industry and professional associations.

Ms Sheriffah had proposed to PEMANDU, the team in then Prime Minister's Department, monitoring Malaysia's Economic Transformation Programme (ETP) regarding the strategic need for Malaysian industries to be updated regarding (business & investment) opportunities in the Nuclear Supply Chain.

Ms Sheriffah was instrumental, with the support of the Construction Industry Development Board (CIDB) in introducing a Nuclear Energy Seminar within the CIDB's Annual International Construction Week (ICW) inviting international Nuclear Suppliers to share with local construction stakeholders as well as the general public the Challenges and Opportunities in Construction of Nuclear Power Plants and Opportunities in the Nuclear Supply Chain.

Financing Nuclear Power

In view of the significance of financing nuclear power and Ms Sheriffah's strong interest in this key area, Ms Sheriffah has been invited to present on Financing Nuclear Power at various International Nuclear Power Conferences.

Her paper on "Economics and Financing of Nuclear Power" at International Nuclear Conference in 2009 was commended by the International Atomic Energy Agency (IAEA) and she was encouraged by the Agency to continue her work in this area to support and complement the Agency's initiatives in this field.

Ms Sheriffah's paper on Financing Nuclear Power at Nuclear Power Asia 2013 and 2015 received commendations from the Chairman of the Sessions who recommended her to present the same work at the World Nuclear Association (WNA)'s Annual Nuclear Summit in London, United Kingdom.

Ms Sheriffah is honoured that in 2021 her work on Financing Nuclear Power is referenced by the Steering group planning for the establishment of the International Bank for Nuclear Infrastructure (IBNI).

Ms Sheriffah was invited to present on Innovation in Financing Nuclear Power at the Asia Pacific Nuclear Energy (APNE) Conference in Singapore and was honoured to received commendations from speakers and participants, the former including Mr Charles Oppenheimer, the Grandson of Robert Oppenheimer, the Father of the Atomic Bomb.

Sheriffah has recently (September 2026) received an invitation from Mr David Stearns, Senior Advisor Finance, World Nuclear Association (WNA) to a closed-door briefing on investment and financing opportunities in Singapore on Oct 27, co-hosted with PFYN and Temasek around Singapore International Energy Week 2026 (#SIEW2026).

She is now writing a book on Financing Nuclear Power.

Nuclear Education and Training

Ms Sheriffah's commitment for promoting Nuclear Education and Training is widely recognized.

She has been invited by the International Atomic Energy Agency (IAEA), based in Vienna to advice the Agency on Cooperation in Nuclear HRD between countries advanced in Nuclear Power Programe (NPP) and countries embarking in NPP.

She had proposed to the UK via National Skills Academy – Nuclear (NSAN), France via I2EN, Korea via KONIKOF and Japan via JAIF to develop a Directory on Nuclear courses offered in/by these countries. She was pleased these directories were published with Jean Lewellyn then CEO NSAN, UK sharing her appreciation of Sheriffah's role in the UK's publication in her Message in the Directory.

Sheriffah as instrumental in proposing to the World Nuclear University (WNU) in 2014 to introduce a Module on Opportunities in Nuclear Supply Chain in its WNU Summer Institute which organizes a 6 weeks course for young nuclear professionals. This proposal was accepted by the WNU and WNA and the inaugural Opportunities in Nuclear Supply Chain module was introduced in 2015 with WNU inviting Ms Sheriffah as its inaugural presenter. Sher was touched when many students approached her to share that as it was a 6 weeks course, Ms Sheriffah's presentation was very interesting and was one of the several presentations the students will remember. WNU Officer had shared with Ms Sheriffah she had gained very high marks from students regarding her presentation.

Nuclear Governance and Stakeholder Engagement

Ms Sheriffah has been invited to share her experience on Stakeholder Engagement for Uranium Mining and Nuclear Power in Kenya and Zambia.

Ms Sheriffah was also invited as Consultant to the International Science and Technology Centre (ISTC) on Nuclear Governance and Stakeholder Engagement on Uranium Mining and Nuclear Power to assist and guide the ISTC partners in their project on Enhancing Nuclear Safety and Security for Africa, a project funded by the European Commission (EC).

Invited by World Economic Forum (WEF)

The WEF and 4IR under the Ministry of Digital hada invited Ms Sheriffah to advise them in their preparation of a nuclear forum in Malaysia.

Benjamin is a Partner at McKinsey & Company based in Frankfurt, with deep expertise across the entire energy value chain. His core focus lies in power generation — particularly nuclear power. He leads McKinsey’s global nuclear work. 

With more than 20 years of experience, he supports utilities, developers, investors, OEMs, and EPC players across the nuclear value chain — from nuclear strategy, economics and financing to new-build programs, supply chain and localization, operational performance, and project execution across large-scale nuclear and SMRs. His broader work spans power generation strategy, portfolio transformation, and performance improvement across the energy sector. 

He brings a global perspective shaped by engagements across Europe, Asia, and the Middle East. 

Ricardo Moreno is Business Development VP, Commercial Director, and Deputy Director of Nuclear Engineering Services at EAG (Empresarios Agrupados - GHESA). 

He is a pivotal leader driving the intersection of traditional nuclear engineering and disruptive technology and digital tools. 

Throughout his 30-year international career, Ricardo has managed critical asset lifecycle phases for complex infrastructure, spanning from design and construction to operations. Specializing in optimizing project predictability within highly intricate financial environments, he is a staunch advocate for digital innovation as a cornerstone to fortify the supply chain and enable new project delivery models. His pioneering expertise in extended reality (XR), advanced simulation, and artificial intelligence provides the industry with the exact methodological solutions required to standardize processes and guarantee operational excellence across new nuclear deployments.

Mark Lunn is Chief Engineer, International Energy Programmes at Amentum, with more than 35 years’ experience across the nuclear, defence, rail and energy sectors. He has held senior executive, board and Chief Engineer roles covering the nuclear lifecycle from new build and regulatory development through to operations and decommissioning. 

At Amentum, Mark has served as Technical Delivery Director for Polskie Elektrownie Jądrowe (PEJ), supporting the development of Poland’s first nuclear power station, and supported Sizewell C through its Government investment decision. Previously, he was Director of Technical Operations and Chief Engineer at Horizon Nuclear Power and Chief Nuclear Officer at URENCO UK. His experience brings together nuclear programme delivery, engineering leadership, regulatory engagement, and the development of the organisational and technical capability required to deliver new nuclear programmes.

Rhiannon joined the UK Civil Service in 2006 and is currently Deputy Trade Commissioner, responsible for the trade and investment relationship between the UK and Southeast Asia. She is based at the British High Commission in Singapore and leads a team of 100 staff across the region.  

Rhiannon’s previous positions have included Director for the Better Regulation Executive in DBT HQ and Deputy Trade Commissioner for South Asia, based at the British High Commission New Delhi. Prior to this, she was Deputy Director for Nuclear Resilience & Non-Proliferation in now-DESNZ where her responsibilities included reform of the UK’s radiation emergency preparedness regulations and radiation monitoring systems; Nuclear Cooperation Agreements and international collaboration on civil nuclear security; the UK’s memberships of the International Atomic Energy Agency and Organisation for the Prohibition of Chemical Weapons; and, post-Brexit, establishing the programme for the UK to exit the Euratom Treaty and set up a domestic nuclear safeguards regime.  Her wider experience spans several government departments on topics including business, energy, policing and national security. 

Rhiannon grew up in Worcestershire and studied at University College, Oxford and the London School of Economics and Political Science.
